Pitch Type Present Grade Future Grade Sitting Velocity Peak Velocity Report
FB 50 60 92-95 95 Below-average command; T95 2x; generates downhill plane; natural life; cuts in 92-93 velo band; worked both sides of the plate; effective riding in on hands of LHH; missed spots north and south; elevated offering when overthrown and opened up; improvements with command can boost offering a grade.
CH 40 50 85-87 89 Below-average command; replicates arm speed; late movement; hard offering with 2S movement; 6-10 mph velo separation from FB; angle and movement is effective due to differentiation from FB; works against both LHH and RHH; continual repetition and command improvement can boost offering a grade.
SL 30 40 83-86 86 Poor command; inconsistent arm speed replication; telegraphs offering and will shorten arm action; short spin with mild bite; spun into ground multiple times; replication in arm speed and arm action could improve offering; lacks the hard bite to provide effectiveness on a consistent basis.
Overall

Signed as an international free agent in 2013. Garcia jumped from the DSL to Low-A in one year, although he signed older than the usual player out of the Dominican. He has a lively arm with feel for all three pitches, but the command and mechanics can use tightening. Garcia is older than your typical prospect entering full-season ball, but the stuff plays. The SL needs significant work, and I question whether it can supplement the FB/CH enough to work effectively at higher levels. He will be able to ride these two offering to the majors.

The risk is high with Garcia due to his older age and a lack of development time within the minors, but he was one of the stronger relief arms I saw during the series, displaying two potential average or higher offerings in a short relief stint.
