The final installment of a seven-part series on the top tools in the minors.

Scouts spend countless hours watching and evaluating players, carefully considering the appropriate grade for each tool or each pitch a player offers. Throughout the course of the season and particularly throughout the course of ranking season, grades are tossed around with near reckless abandon. This player has plus power, and that player has a below-average fastball. This player offers above-average hit projection while that player buries hitters with a potential plus-plus curveball. It's easy to talk about the quality of an individual tool, but what does it all mean in the context of other players?

In the second edition of the annual Top Tools Series, the Baseball Prospectus Prospect Staff debated long and hard over how individual players’ tools stack up against those of their counterparts. Drawing upon our own eyewitness accounts and opinions from scouts across the league, the team debated and compiled the following ratings. The end result is a product that captures the oft-missing context of how individual player tools compare and who has the best of each tool in baseball.

A look at what the Brewers' rotation options offer from a stuff (and beer) perspective.

I like the old cliché, “You go as far as your starting pitching takes you.” It's best to have about seven to nine arms handy to get through the season, because pitchers often get hurt or fail to meet expectations.

Brewers fans may recall a recent season where they barely used six starters. Then, of course, there's last year, when they needed 11. Somewhere in between is normal. For the 2013 Brewers, the question is not if they will go deep into their rotation, but when. And as the summer nears, manager Ron Roenicke will be handing the ball to quite a few young arms.

Pebble Hunting: The Mysterious Resurgence of Ervin Santana

For a while, Ervin Santana was bad, but lately he's been better. Is the successful Santana here to stay?

On July 30, Mike Scioscia told Ervin Santana that, no matter what happened, Santana was not going to pitch more than five innings in that day’s game. Santana had been struggling. Santana had been one of the worst pitchers in baseball. Santana’s ERA was 6.00. So the Angels wanted to reset him with one short outing, an outing in which Santana wouldn’t have to worry about pacing himself and wouldn’t have to hold his mechanics together for quite as long. It’s a trick Scioscia had tried before, most recently with Scott Kazmir, and it’s a trick that you probably don’t hear talked about very often, because Scott Kazmir.

Santana made it through those five innings. They weren’t his best five innings, but he survived them and managed to lower his ERA a tick. Since then, Santana has made seven full starts, and he has arguably been the Angels’ most effective starter in that stretch: a 3.30 ERA, and not a single game score below 50. So, did it work?
